CORINAIR is a programme to establish an inventory of emissions of air pollutants in Europe. It was initiated by the European Environment Agency Task Force and was part of the CORINE (COoRdination d'INformation Environmentale) work programme set up by the European Council of Ministers in 1985.

In 1995 the Agencys European Topic Centre on Air Emissions (ETC/AEM) was contracted to continue the CORINAIR programme and to finalise several reports on the results of CORINAIR1990. The results of CORINAIR1990 provide the most detailed, complete, consistent and transparent European air emission inventory.

There still remained gaps and inconsistencies in CORINAIR90 and the process to deliver the final data took longer than expected. In a separate report, the results of a review of CORINAIR90 have been presented, including detailed proposals for improvements.

In this report "Recommendations for Revised Data System for Air Emission Inventories" proposals are elaborated to provide detailed specifications and recommendations for a revised data system. These recommendations have been adopted by the EEA and implemented in the CORINAIR94 software. In the beginning of 1996 the ETC/AEM started to work with national experts on the 1994 air emission inventory making use of the new software.

Introduction

The Topic Centre for Air Emission Inventory (ETC/AEM) of the European Environment Agency (EEA) is in charge to prepare the European air emission inventory system accordingly to the multi-annual work programme for 1994-1999 projects SA1 (Air emissions-general approach and assessment) and SA2 (Air emissions inventories '90 and '94).

In a first step, the ETC/AEM has produced a report on the review of CORINAIR 90 and proposals for air emissions '94 which points out short term requests as well as medium or long term needs.

The present paper deals with the logical continuation of ETC/AEM tasks which consists to provide recommendations for revised data model.
