Implementation of Emissions Trading Scheme still not fully aligned

Further alignment of operating procedures of the Emissions Trading Scheme is still possible, according to a report released by the European Environment Agency today. The report, 'Application of the Emissions Trading Directive by EU Member States' also says that in many cases it has been difficult for Member States to stick to the time table for reporting and verification.

Reflecting on the first full year of the Scheme's operation (2005), the report provides a compilation of experiences from 23 Member States. It shows how Member States have implemented the Emissions Trading Directive including the monitoring, reporting and verification process. In addition, it identifies an option for the further alignment of the future application of the Emissions Trading Directive.

The report is based on information that Member States have to provide in accordance with Article 21 of the Emissions Trading Directive.
