EEA/AIR/05/001 - Call for expressions of interest for collaborating in the activity on Streamlining European 2010 Biodiversity Indicators (SEBI2010)

Type: notice of Call for expressions of interest for collaborating in the activity on Streamlining European 2010 Biodiversity Indicators (SEBI2010) described below. The European Environment Agency in cooperation with the European Centre for Nature Conservation and UNEP World Conservation Monitoring Centre (the coordination team) has established the SEBI2010 activity with the following objectives:

• a. to consolidate, test, refine, document and help produce streamlined sets of policy-relevant biodiversity indicators meaningful in the context of the 2010 target to halt biodiversity loss;
• b. to help ensure adequate funding for the development and production of indicators and assessments, and related monitoring activities, to support implementation and achievement of the policy decisions and targets;
• c. to improve coordination, exchange of information, collaboration and international streamlining on biodiversity-related indicators and monitoring activities building on current activities and good practice;
• d. to consider the wider use of the indicators, and their applicability within other relevant indicator frameworks and assessment processes.

Natural or legal persons interested are invited to submit an application in accordance with the rules set out in this notice for the purpose specified.

The contracting authority will draw up a list of candidates who meet the criteria set out at point 8 below. This list comprises sub lists, corresponding to each of the 13 fields described in point 4.

Each time a specific contract is to be concluded relating to the field described at point 4, the contracting department will invite all the candidates on the relevant sub list(s) or some of them, selected on the basis of objective and non discriminatory criteria, to submit a tender. Should the contracting department have to set a maximum number of candidates who will be invited to submit a tender for a given contract, the range is 20. The contracting department will send the candidates invited to submit a tender the call for tenders relating to the contract in question. Inclusion on the list entails no obligation on the part of the Agency concerning the award of the contract or, in view of the preceding paragraph, concerning an invitation to tender.

SEBI2010 is considering requirements for streamlining and delivery of 15 biodiversity indicators in focal areas adopted by the Convention on Biological Diversity, the Pan-European Biological and Landscape Diversity Strategy and the European Union. Six expert groups have been established to consider eight of these indicators. The SEBI2010 coordination team will work with other individual experts to consider requirements for the other seven indicators. SEBI2010 is a participatory process open to all interested parties within the 52 countries of the UNECE Environment for Europe process. Experts participating in the SEBI2010 are required to register using the form available from http://biodiversity-chm.eea.europa.eu/information/indicator/F1090245995/F1109571466. In registering, experts from national governmental organisations are required to coordinate their nominations with their EEA national focal points (see list on http://org.eea.eu.int/organisation/nfp-eionet_group.html). Travel and subsistence is provided for participation in SEBI2010 meetings.

The list will be divided into 13 sub-lists, each corresponding to one of the six expert groups or the seven indicators to be initially considered by the coordination team.

The following table summarises how the 15 indicators are being initially handled within SEBI2010:

The Agency may wish to contract technical assistance and expert advice from experts already signed up for SEBI2010, or who do so in future, in the form of:

• a) Reviewing options for indicators based on currently available data
• b) Preparing technical documents for the meetings,
• c) Testing and quality assuring selected indicators and how they could be extended geographically and temporally
• d) Documenting the options available, their methodologies, strengths and weaknesses, and scope for improvement before and after 2010
• e) Helping the SEBI2010 coordination team to prepare proposals for adoption of the most appropriate options by the relevant EU and PEBLDS bodies.

Applicants must clearly mention for which of the expert groups or individual indicators they are applying.

6.1. Exclusion criteria (see application form for further details):

Candidates or tenderers shall be excluded from participation in a procurement procedure if: (a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations; (b) they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata; (c) they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify; (d) they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed; (e) they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the Communities' financial interests; (f) they have been convicted for an environmental offence in the exercise of the profession; (g) following another procurement procedure or grant award procedure financed by the Community budget, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations. Candidates or tenderers must certify that they are not in one of the situations listed above.

Contracts may not be awarded to candidate or tenderers who, during the procurement procedure are:

• subject to a conflict of Interest;
• guilty of misrepresentation in supplying the information required by the contracting authority as a condition of participation in the contract procedure or fail to supply this information

6.2. Selection criteria

Legal status: Any tenderer or candidate is asked to prove that he is authorised to perform the contract under the national law as evidenced by inclusion in a trade or professional register, or a sworn declaration or certificate, membership of a specific organisation, express authorisation, or entry in the VAT register.

• a) Economic and Financial Capacity: Any tenderer or candidate is requested to provide proof of economic and Financial Capacity by one or more of the following documents:
  
  • appropriate statements from banks or evidence of professional risk indemnity insurance;
  • the presentation of balance sheets or extracts from balance sheets for at least the last two years for which accounts have been closed, where publication of the balance sheet is required under the company law of the country in which the economic operator is established;
  • a statement of overall turnover and turnover concerning the works, supplies or services covered by the contract during a period which may be no more than the last three financial years.
• b) Technical and Professional Capacity: Evidence of the technical and professional capacity of applicants shall be furnished on the basis of the following documents:
  
  • the educational and professional qualifications of the service provider or contractor and/or those of the firm's managerial staff and, in particular, those of the person or persons responsible for providing the services or carrying out the works. Curriculum vitae must be provided.
  • a list of the principal services provided in the past three years, with the sums, dates and recipients, public or private;
  • an indication of the languages covered by the applicant.

• a) Address: The applications should be sent to European Environment Agency Kongens Nytorv 6, DK-1050, Copenhagen K. Envelopes must be clearly marked Call for Expression of Interest (CEI) EEA/AIR/05/001.
• b) The original and 2 copies of the application must be placed together inside a sealed envelope, which is to be marked ‘Not to be opened by EEA’s internal mail service’. This sealed envelope is then to be placed inside another sealed envelope and to be sent to the address mentioned above.
• c) The candidates must specify the sub-list(s) they are interested in.
