Today, in the shipping sector, paper documentation is a significant administrative burden. This limits sector efficiency and hampers multimodality.
It has been estimated that the transition to a fully electronic data exchange platform could potentially reduce administrative costs in the transport and logistics sector by EUR 27 billion over a period of over 20 years (2018-2040). This could potentially drive a 0.2-0.3% modal shift to less greenhouse gas-intensive transport modes, corresponding to a reduction of 1.3 billion tonnes of CO2.
Digital technologies are already significantly impacting the sector. Further benefits can be realised by promoting system integration and data sharing, and enabling synchromodality.
It is important to control the rebound effects resulting from increased system efficiency. In the context of realising a sustainable transition and decarbonising the system, transport demand should also be managed.
