A positive figure means that the Kyoto target is not projected to be reached ('shortfall') by the country. Data based on projections provided by countries before 6 June 2006 (except for Russia and Ukraine). Projections include, where data were available, the projected effects of domestic policies and measures intended but not yet implemented, the use of Kyoto mechanisms and carbon sinks, except for Norway, Liechtenstein, Poland, Iceland and Lithuania. Norway and Liechtenstein project to reach their targets with the use of Kyoto mechanisms.
