Each solid line represents the progress towards the 20/20/20 targets based upon historic data. Dashed lines show the expected progress towards the 20/20/20 targets based upon projection data for GHG and target trajectories for renewable energy use and energy consumption.
Methodology
Based on:
• Renewable energy data from Eurostat, reported by MS under the Energy Statistics Regulation (EC) No 1099/2008 and the Renewable Energy Directive (2009/28/EC) and published in the SHARES - Short Assessment of Renewable Energy Sources tool.
• Primary energy consumption data from Eurostat, reported by MS under the Energy Statistics Regulation (EC) No 1099/2008 and published in the energy statistics database.
• 2016 approximated estimates for renewable energy use and energy consumption estimated by EEA.
• GHG data reported by Member States under the Monitoring Mechanism Regulation (Regulation (EU) No 525/2013):
- 1990-2015 historic trends from national greenhouse gas inventories submitted by MS by 10/08/2017;
- 2016 approximated inventories submitted by MS by 31/07/2017;
- 2015-2020 projections (WEM, WAM) submitted by Member States in 2017.
Targets and trajectories based on:
• Part A and B of Annex 1 of Directive 2009/28/EC of the European Parliament and of the Council of 23 April 2009 on the promotion of the use of energy from renewable sources and amending and subsequently repealing Directives 2001/77/EC and 2003/30/EC and reported information from MS in their national renewable action plans (NREAPs) in 2010.
• Directive 2012/27/EU of the European Parliament and of the Council of 25 October 2012 on energy efficiency, amending Directives 2009/125/EC and 2010/30/EU and repealing Directives 2004/8/EC and 2006/32/EC and updates by MS in their national energy efficiency action plans (NEEAPs). The energy efficiency target for 2020 is defined as an absolute target, set 20 % below the level in primary energy consumption projected for 2020 in the 2007 Energy Baseline scenario of the European Commission.
