EEA Evaluations

Support study on the evaluation of the EEA and Eionet (2018)

In 2016, the European Commission initiated an evaluation of the European Environment Agency (EEA) and its European Environment Information and Observation Network (EIONET) through the publication of an Evaluation Roadmap. This evaluation follows the Better Regulation Guidelines and thus includes analysis of five main themes: Effectiveness, efficiency, relevance, coherence and European added value. The scope of the evaluation covers all the work of the EEA and EIONET in the period mid-2012 until end-2016. The Commission produced its Evaluation Report SWD(2018)470 on 20 November 2018. The European Commission contracted a consortium led by COWI to undertake a study to support the evaluation.

Evaluation of the European Environment Agency (2013)

The evaluation assessed the EEA according to two evaluation criteria; effectiveness and efficiency. Effectiveness covers the external perspective of the EEA and assesses the needs and satisfaction with EEA outputs, as well as the EEA's overall impact on the European environment and the European added value of the EEA. Efficiency covers the internal perspective focusing on EEA operations and most notably on cooperative relations within the Eionet network structure.

This study has been carried out by Technopolis Ltd. This evaluation was commissioned by the European Environment Agency, in line with the requirements of its founding Regulation and to meet the wishes of the European Parliament. The timing of the evaluation reflects the desire of the Management Board to be able to use the results in the development of the new multi-annual strategy.
