The planned reductions of 67.2 MtCO2-eq. from the EU ETS are mostly comprised of 29.3 Mt from the United Kingdom. The projected emissions reductions within the United Kingdom resulting from the EU ETS are already included in the implemented/adopted PAMs. The 29.3 MtCO2-eq. reduction is the amount by which the United Kingdom National Allocation Plan (NAP) is underallocated, i.e. 29.3 Mt is the shortfall between projected emissions from ETS participants and the NAP cap, and is thus the amount that participants will need to buy in European Allowance Units or carbon credits from Kyoto mechanisms. Other Member States to include EU ETS reductions as planned PAMs are Finland, Germany, France, Czech Republic, Slovakia and Luxembourg.
