Here, output consists of both gross electricity generation and any heat sold to third parties (combined heat and power plants) by conventional thermal public utility power stations (excluding district heating). Due to inconsistencies in the Eurostat data set regarding public production in Luxembourg (input data are registered, output data are zero in 1990) and Norway (efficiencies > 100 %), these data are excluded from the figure.
