Aggregating both effects provides the actual emission changes. Fuel combustion intensity describes the effect resulting from the amount of fuel used in public power plants. Fossil fuel combustion intensity describes the effect resulting from the amount of fossil fuels used in public power plants (decreases may be due to increased use of biomass, for example). Carbon intensity describes the effect resulting from the shift to less carbon-intensive fossil fuels in public power plants; decreases are for example due to a shift from coal to oil or gas.
