Notes:
- Objective baselines (and targets) were set using data on national contributions to overall species abundance, and information on human impacts and other drivers of population change.
- Trends for all species were modelled for 1986–2012.
- The species-specific targets for the EcoQO in OSPAR Regions II and III were defined as: species-specific annual abundance should be more than or equal to 80% of the baseline for species that lay only one egg, or more than or equal to 70% for species that lay more than one egg.
- The EcoQO was not achieved in years when the percentage dropped below 75%
- For Region II the EcoQO indicator was not achieved in 1986, 1988, 1990, 1991, 1993, 1994, 1998, and in consecutive years during 2000–2012. Similarly, for Region III the EcoQO indicator was not achieved in 1986, 1988–1990, 1992, and in consecutive years during 2005–2012.

Methodology:
ICES collated and analysed the data for the ecological quality objective (EcoQO) on breeding seabird population trends in OSPAR Regions II and III for the period 1986–2012. They Estimated species-specific trends from annual counts of each species.
