Each bar represents a percentage change in the greenhouse gas emissions covered under Decision 406/2009/EC (the Effort Sharing Decision, ESD) between the 2005 base-year level and 2020 or 2030.

Note:
Member States are ranked according to their 2020 ESD targets, from the largest required reduction (Luxembourg, which has a target of –20%) to the largest allowed increase (Bulgaria, which has a target of +20%) compared with 2005 base-year levels.
