Note:
The ‘with existing measures’ scenario reflects existing policies and measures, while the ‘with additional measures’ scenario takes into account the additional effects of planned measures reported by Member States. These projections were reported in 2017.

Historic trends from 1990 to 2015 and approximated estimates for 2016 are represented in solid lines. Projections from 2015 until 2035 are represented in dashed lines.The upper dashed line represents the scenario "with existing measures", while the lower line represents the scenario "with additional measures".
Methodology
Based on data reported by Member States under the Monitoring Mechanism Regulation (Regulation (EU) No 525/2013):
• 1990-2015 historic trends from national greenhouse gas inventories submitted by 10/08/2017;
• 2016 approximated inventories submitted by 31/07/2017;
• Projections submitted by Member States in 2017.
Trends for ETS emissions are based on an allocation of 1990-2016 GHG inventory data to either the ETS or non-ETS sectors, at source category level.
